Pyidaungsu Hluttaw (Union Parliament): - legislation and other proceedings
The rules/bylaws/regulations etc. are in the hands of the various ministries rather than the hluttaws, but since they are so closely tied to specific bills (proposed legislation) and laws/acts (adopted legislation), they are included here for convenience. Where we do not have an official English title for a law, we may put in a provisional title. Bills are dated by date of publication, laws by date of adoption by parliament.

Federal and State constitutions
For the past few years, groups from Burma's seven States have been drafting State Constitutions. These are all in draft form and will be updated in this library when new versions become available. What is important in comparing these texts with the principles produced by the SPDC's "National" Convention is that these drafts are rights-based, including the right to popular participation, and federal in conception. On the other hand, the SPDC "Fundamental Principles and Detailed Basic Principles" which may be considered a pre-draft constitution, are authoritarian and unitary.

The "official" ministry sites are frequently offline. MODINS (Myanmar Online Data Information Network Solutions) has brief descriptions of most of the ministries which we are using as Alternate URLs or primary links where the "official" site is not working. It is unclear when the MODINS descriptions were updated.
