"For the purchase and for obtaining the entire paddy crop in the
De-pai-yin township, the Secretary of the SPDC (Shwebo district, Sagaing
Division) issued oral instructions for the closure of all rice mills
operating in the region on 14 November 1999. Our information is that all
the mills even those operating in the small villages had to close down
immediately...The cultivators and farmers are suffering so much because of the use of
force by the dishonest authorities. We request that the matter be inquired
into and the suffering of the farmers be alleviated. We seriously denounce
these illegal and unjust activities."

"The Myanma-Asia Company with the cooperation of the military and the
regional authorities have started a cooking sugar-cane plantation in the
village tracts of Wa-sone and Kan-gyi-gone village groups in Hte-Kan-Taik
region, Prome township, Pegu Division.
2. Lands that cannot be cultivated and lands that have been cultivated are
ruthlessly cut down and cleared, then ploughed with machines leaving no
grazing ground for the cattle. This has left the villagers with no land for
cultivation and the lands where they had grown some crops were forcefully
cleared and ploughed. Survival has become extremely difficult. Even animals
are starving. A very pathetic state of affairs..."

"On the pretext that Red Cross training would be given, the township
authorities have taken at least 2 or 3 adolescent boys from every village
in Sin-baung-wei township, Magwe Division from the 1st of November 1999 and
sent them to military camps for training. The cost for such training ( Kyats
20,000 to Kyats 30,000 per 100 boys) has to be born by the villagers. We
have heard that Pay-le village has paid over Kyats 30,000 and Kan-chaung
village over Kyats 25,000. Explanation given is that it costs Kyats 6000 per
month per person for food and uniforms..."

1. Maung Moe Myint was one of those who was recruited to supply forced
labour for the transformation of virgin soil for agricultural purposes
which is situated on the other bank of Annya-su village (Rangoon
Division, Htantabin township, Katoot village-tract).
2. On the 29 October 1998 while working the project, he was bitten by a
poisonous snake and sent to the General Hospital in Rangoon (Japanese
Hospital). The authorities resented the fact that we had publicised this
matter and spitefully discharged him from the hospital on 11 December
1998 before he had fully recovered..."

"...Adopting a process in conformity with law, the NLD announced its
intention to assemble the People's Parliament. The immediate reaction by
the Military Intelligence authorities was illegal arrests and
imprisonment of not only the elected members of parliament but also NLD
organising committee members at all levels (State, Division, Township,
Ward, Village), ordinary members, and members of working groups formed
by the central executive committee.
3. Furthermore, members of parliament have been forced to resign their
positions as elected representatives and from the party; others have
been forced to resign from their positions and from the party by
threats, intimidation and illegal forceful pressure from members of the
military intelligence units for which there is not one iota of legal
justification..."

"...The responsibility of elected representatives to the Hluttaw
(Parliament) is to assemble together and deliberate on state matters for
the welfare of the country but this Hluttaw did not materialise so these
representatives endeavoured to convene a Pyuthu Hluttaw (People's
parliament) as was their bounden duty. The only response by the "holders
of power", (the Military Intelligence units) was to illegally and
unjustly seize and incarcerate all NLD parliamentarians-elect, and
organising committee members of the NLD starting from the Central
Committee right down to the level of the wards and villages, and
ordinary members.
3. Instead of admitting their illegal and unjustifiable actions, these
"holders of power" are falsely, shamelessly and deliberately claiming
and broadcasting that discussions are being held with these persons
(whom they have incarcerated). "Discussion" is a word with a good
connotation suggesting future benefit. Nothing of the sort is happening.
4. The following questions and answers bear witness to the fact that no
such "discussions" have taken place. Referring to the interrogation as
discussions is a falsehood..."

January 1999.)
1. Though the Magwe Division, Yenangyaung township Multiparty Elections
Commission was daily demanding that the NLD organising committee produce
(within 6 days) the daily list of persons visiting the office, office
documents, files and account books, the committee repeatedly refused as
instructed by head office.
2. Consequently, (on 11 January 1999), Military Intelligence Service
Corporal Thein Hteik and his companion forced U Tint Lwin (executive
member of the NlD township organising committee) to accompany them at
1700 hours (not office hours) and compelled him to open the office
building door. Then when they demanded that he open the tin trunk in
which official papers were kept U Tunt Lwin explained that he did not
have the key with him. When Corporal Thein Hteik threatened to break the
lock U Tint Lwin returned home.
3. The corporal went to a neighbouring house and fetched a crow bar,
hammer, and chisel; then broke the lock, removed all the papers and
locked the box with a new lock which he had brought with him. Nothing is
known of what papers or articles were taken or left behind..."

"1. Immunisation against polio is being carried out in the whole country
and the vaccine for this has been supplied free of charge by the World
Health Organisation.
2. We have been informed that in December 1998 and January 1999, at the
medical centres in Kyaukpadaung Township, Mandalay Division the parents
were charged a fee of Kyats 10/- per child at the medical centres where
the vaccine was being administered orally.
3. Therefore the very poor parents could not have their children
protected against this disease because of their inability to meet the
demand . Our information is that the authorities in the villages are

for Democracy is published for information...The reason for this petition relates to Kyakan Abbot, Chairman of the
Taungtha township Sangha Nayaka Order who on 30 December 1998 at 1600
hours summoned U Than Myint, Chairman of the NLD Township Organising
Committee through a personnel of the Immigration department.
I have been informed that on his arrival at the monastery, the Abbot
instructed U Than Myint to resign from his position as chairman and to
dissolve the township NLD and that if he did not comply he would face
grave consequences. This is not appropriate because it amounts to
interference through religious measures in political issues...."

"1. Daw Kyu Kyu San, Secretary (temporary) of Organising Committee of
NLD, Sanchaung township, Rangoon Division, and a member of the Women
Support Group of the Divisional NLD of the Rangoon Division was
forcefully arrested and led away on 12 February 1999 at 22:00 hours by
the MI and members of the ward Administration (totaling about 30). No
reason was shown and her illegal arrest and show of force against a
women is not warranted.
2. Daw Kyu Kyu San's husband was illegally arrested and has been
incarcerated for a long period of time till the date.
3. As no cause was shown or information given it must be presumed that
this is an illegal arrest. We urge that she be immediately set free."

"1. In Sagaing Division, De-pae-yin Township, the authorities had made
written contracts for advance purchase of paddy at the rate of Kyats
three hundred and fifty per basket. It was specifically stated that such
purchase will be conditional to a successful harvest.
2. Unpredictable weather condition this year has caused a shortfall and
in some cases no planting at all. The farmers were forced to give up all
their crops including seed paddy for the next season and are in great
trouble. Those who could not plant anything were not exempted and were
forced to contribute Kyats seventy per acre (two hundred acres
together), to entertain the purchasing party. These farmers are
suffering enormous mental hardship.
3. NLD members in De-pae-yin Township are being forced to resign their
membership from the party. Should they refuse they have been threatened
with their children's removal from schools..."

beans and pulses, and chillies that have to be supplied by the different
villages which has to be fulfilled willy nilly.
3. Though the cost of a bag of fertiliser issued by the relevant
authorities is two thousand kyats, the cultivators are made to pay an
additional two hundred kyats for the District SPDC plus the additional
sum of two kyats for one gallon of diesel . Overall, the power wielding
authorities make more than 60 millions kyats on three and a half lakhs
of fertiliser bags and 720,000 kyats on three lakhs , sixty thousand
gallons of diesel...."

where they sleep, eat , and defecate. These conditions are most inhuman

"On 19 March 1999, Daw Than Than Htay, a member of the National
League for Democracy was admitted to the Thingangyun Sanpya(Model)
Hospital for emergency surgery because of ruptured appendix. On the evening of the 23 March 1999 at about 17:00 hours, an
individual said to be Deputy Police Superintendent Thoung Naing, and
one constable went to the hospital and accompanied by the doctor on
duty for admission entered Daw Than Than Htay's room where doctors and
nurses were present. He questioned the doctor in attendance about Daw
Than Than Htay's address -- whether 18, South Dagon shown on the
patient's medical record was correct or whether her place of residence
was in Magwe Division.The doctor politely replied that because of the patient's
critical ruptured appendix, an emergency operation had to be performed
and it was against the ethics of the medical profession to discuss the
private affairs of patients such as their names and addresses...."

fiber cotton was made compulsory for wheat growing cultivators of
Myaung, Sagaing Division by the authorities who claimed that they were
acting under instructions of the area military commander.
2. Since 1997, this substitution of cotton on wheat growing soil was
commenced to earn dollars which was the expectation of the area
commander. When the farmers and those with expertise explained that the
soil and climate was not suitable for cotton growing, the response was
"If you do not obey orders the land will be confiscated..."

"1. On the site where the road from Meiktila leads to Kyaukpadaung is a
billboard with the words -"Mandalay Division, Meiktila Township,
Thaphanchaung-Yeway Development Road ( 31 miles 1 furlong and 18
feet wide). Kyats sixty two lakhs (6.2 million) of cost donated by Brigadier
General Kyi Win, Director of Armour and Artillery Corps, and 71st Armour
Battalion No: 1,4,5 and 8. Constructed by warrant officers, sergeants,
corporals, soldiers and civilians. "
2. According to the information that has come to us the true story is
that commencing from the month of September 1996 residents from about
one hundred villagers that lie to the east and west of the said road
were forced to dig up rocks and stones from wherever they could be found
and convey them to the road construction site. No military personnel
participated, no implements were supplied, and no payment was made. The
villagers laboured like animals with their own hands, their own
crowbars, and their own knives..."

"Seventy six peasants had signed a written complaint which they lodged
at the State Peace and Development Council against Sagaing Division,
Sagaing township, Chaung-pauk village tract, Godown village chairman U
Kyi Htay and others for illegal confiscation of their lands through
falsification and misrepresentation.
2 Information received is that U Kyi Htay and others in authority
falsely acquired 106.35 acres, (Chaung-pauk-kwin 766) alleging that a
state owned factory was to be built on the site. The truth is that the
acquisition was for the construction of the A-nu-ze-wa factory owned by
a private company. However, to this date, no factory has materialised.
3. These lands are exempt from acquisition by government under Section 6
of the Law relating to the Acquisition of Agricultural Land because none
of the owner's fields exceeded fifty acres. Therefore the acquisition is
illegal..."

(Moulmeingyun township, Ayeyawaddy division) are being recruited for
forced labour. The Infantry Division (534) has stipulated that one
person per household be assigned for labour and in cases where labour
cannot be given, Kyats 6000/- to 7000/- per village tract be collected
for the alleged task of cultivation of paddy. The area for such
cultivation is over 100 acres of muddy swamps where buffaloes and cows
graze. The forced labour is actually for the building of an embankment
(5' high and 20' wide). In spots where manual labour is not possible
the people are forced to pay for the cost of mechanical devices..."

kinds of illegal measures to oppress and coerce members of the National
League for Democracy which is a political party. In addition, in order
to obtain the resignation of the members of the NLD, they are
threatening and intimidating family members who have nothing to do with
the NLD.
An unsavoury factor in what is really a political issue is the behaviour
of Sayadaw Ahshin Damapiya, Chairman of the Sinbaungwae Township Sangha
Nayaka Order, residing at Kyaukmaw monastery who has been working in
co-operation with the military intelligence and repeatedly pressuring

doze off while on sentry duty at night they are beaten and maltreated.
In the month of January 1998, one U Aye Kyine who was on sentry duty at
this place died as a result of being crushed under a branch from the old
tree in this place. The army took no responsibility.
5. Consequently, the villagers became afraid to perform sentry duties
and were then exempted on payment of Kyats two hundred per person.
6. This provided a good opportunity for army unit stationed in this area
to claim Kyats three thousand two hundred daily (16 persons x 200 =

Magwe Division to attend without fail at their office on the 29th,

2. They were told by the MI that before long the NLD would be declared
an illegal organisation and all members would be arrested and proceeded
against. They were given three days notice. Some who were overtaken by
fear were threatened and forced to sign prepared letters of resignation.
Bullying tactics were used against those who didn't sign and forced to
work on projects designated by them (MI). Also, they confiscated

"1. Maung Kyi Khine (aged 25 years), son of U Paw Khine, resident of
Myoma quarters in De-pai-yin town, Sagaing division was arrested by
Police sergent Tha Doon and some constables at 6:30 a.m. on 23 May 1999 on
the charge of swearing at his aunt Daw Khe. Though U Thaung Tin, a person in
authority of the quarters, who accompanied the police, offered to take
responsibility for the man because of his good character, Maung Kyi Khine
was taken a way to the police station and was told that he could not be
released till 4:00 p.m.
2. The same day at about 10:00 a.m. the family took food for Maung Kyi
Khine at the police station but was forbidden contact. At about 6:00
p.m. the family was informed by a friend who had connections with the
police that Maung Kyi Khine had committed suicide by hanging himself in the
lock up. The family had received no intimation from the police up to that time..."

"Maung Myint Soe, son of U Hla Nyein, of Mjei-ne: village, Mounywa
township, Sagaing division went missing after he attended the mystically
powerful Than-bou-de Pagoda festival in Mounywa District on 13 November
1998. It was only on the 1 April 1999, from a letter written five
months earlier that his relatives and friends came to know that he was
undergoing military training at Gjubyu, Division Training Center 1.
2. When Maung Myint Soe's elder brother who is a Buddhist monk (Ashin
Kat-ku-tha-re-ya) followed up, he was directed to Indaing (No.3 Armoured
Battalion) where he found his younger brother undergoing further training.
3. Our information is that Maung Myint Soe did not join the army of his
own volition. It was at daggers point that he was abducted by four
soldiers in uniform on his return from the festival at about 1:00 a.m.
Only the next day he was aware of having arrived at Mandalay. Those
responsible for the abduction were Corporal Tint Naing and his group
from No 10 Tank Battalion at A-ya-daw..."

acres of land in the villages of Pay-gyi, Kha-ohn-bar, Nge-pyaw-taing,
