''The powers conferred and the duties imposed on the Corporation by Education this Act in regard to all matters relating to education shall, subject to such Boardconditions and limitations as may be prescribed and to the general control of the Corporation, be exercised or performed, as the case may be, by an Education Board constituted in the manner prescribed, and in all such matters the Corporation shall seek and consider the advice of the Education Board...''
