''Any person aggrieved by the refusal of the Council to approve any institution or person for the purpose of the rules under this Act relating to training may appeal against the refusal to the President of the Union, and the President of the Union shall give such directions as he thinks proper, and the Council shall comply with any directions so given.Except with the special sanction of the President of the Union, no midwife or nurse shall be competent to hold any appointment in any dispensary, hospital, asylum, infumary or lying-in hospital, which is supported partially or entirely by public funds or contributions, or by the funds or contributions of any public company, unless such midwife or nurse is registered under this Act- (2) Within the limits of any area to which the President of the Union may, by notification, extend this sub-section and on the expiry of a period of one year and six months from the date of such notification, no person who is not a registered midwife shall practise as a midwife or practise midwifery : Provided that this sub-section shall not apply to—...''
