"1. The NLD Rangoon Division, Bahan Township organizing committee chairman and his family have been living in rented quarters on Kyaik-ka-san Road, Kya-kwethit ward, Tamwe township since May 1999 is the information that we have. 2. The ward authority requirement (under what law is not known) is that tenants report themselves as guests once a month and this they did ever since they took up residence in the ward. 3. On the 21 May 2000, at about 2200 hours, the Ward Authority Chairman and his associates (appointees of the military rulers) went to their residence and seized the "guest book" under what provision of law is not known. The next day (22 May), the ward authority would not accept the "overnight guest" report they made directed them to see the township authority. Because their report for that night was not accepted, they had to disperse and sleep at the homes of different relatives. They were very aware that they could be arrested and unjustly punished if this "overnight guest" reporting was infringed..."
