           Community involvement is vital in war against drugs

       The governments and law enforcement agencies alone cannot defeat
the growing problem of drug abuses and active participation of the
community is vital in the fight against the scourge of drugs. This is
the message delivered today in observing the International Day Against
Drug Abuse and Illicit Trafficking. In India, the Narcotics Control
Bureau is observing the day with the theme "Sports against Drugs", with
the emphasis on youth who are most vulnerable section from the use of
illegal drugs.

Since India is sandwiched between the two major opiate producing regions
?the Golden Triangle (Laos, Thailand and Burma) and the Golden Crescent
(Afghanistan and Pakistan), the problem of drug abuse has assumed a
serious dimension with the increase of intravenous drug use, leading to
HIV/AIDS especially in the major cities and the Northeastern States of
India. The N.E States such as Manipur and Mizoram have long
international border with Burma.

The problem is compounded with large-scale illicit manufacture of
Amphetamine type stimulants in South-East Asia. Burma has become one of
the largest producers of synthetic drugs, which are smuggled into India
across the northeast border. According to the data of Ministry of Social
Justice & Empowerment, more than 2.50 lakh addicts were registered
themselves in the year 1999-2000 with the treatment-cum-rehabilitation
centers throughout India. Community-based projects are being implemented
jointly with the United Nations International Drug Control Program
(UNDCP) to strengthen the community's participation in the war against
drugs.
